Biography
Dr. Francine Baugh-Stewart serves as the Director of Teaching and Learning for the School Transformation Office in Broward County Public Schools, where she oversees and supports the improvement of transformational schools in achieving academic excellence. With over 27 years of experience in education, she is deeply committed to ensuring equitable, high-quality learning opportunities for all students.
Francine began her career as a high school Language Arts teacher after earning a bachelor's degree in English from Florida State University. She later obtained a master's in English Education and a specialist degree in Educational Leadership from Nova Southeastern University. She has held various leadership roles, including assistant principal and principal at both middle and high school levels—leading one school to national recognition as a top-performing public high school in South Florida.
She earned her Ph.D. in Educational Leadership from Florida Atlantic University, where her research focused on teacher recruitment, retention, and school improvement in high-poverty, high-minority schools. A published author and adjunct professor, Francine has received multiple honors for her service and leadership. Beyond her professional endeavors, Francine enjoys spending time with family, including her children and husband.
